SCOTTSDALE. AZ — A man has been arrested for sexually assaulting a woman in a Scottsdale parking garage, according to police.
Scottsdale police say Robert Alexander Starr, 40, was arrested on June 18 at his home near 19th Avenue and McDowell Road.
Starr is accused of sexually assaulting a woman he met on May 22 outside a Scottsdale bar. Police say Starr was standing on a street corner with his dog when the victim walked by and asked to pet his dog.
After talking for a moment, the woman agreed to go with him to a bar.
Starr reportedly drove her in his Jeep to a bar and bought her a drink before they decided to go to a different bar. This time, Starr drove her to a parking garage near Indian School Road and Goldwater Boulevard.
Starr allegedly smacked the victim across the face and dragged her out of the Jeep, slamming her head against a concrete pillar. He then reportedly pulled her back into the Jeep and sexually assaulted her. After the attack, Starr drove away.
The woman grabbed her belongings that had fallen out of the vehicle and went for help.
Police say the woman had bruises to her chest and thighs. They also reportedly found pieces of the victim’s hair on the pillar, and hairpins belonging to the victim.
Surveillance video from various businesses reportedly confirms the details described by the victim.
A bar employee reportedly identified Starr as the man in the video, with his dog seated with the woman.
Upon his arrest, Starr allegedly told police that he has a drinking and drug problem and blacks out when drinking.
Starr is being held on a $500,000 cash bond for kidnapping and sexual assault.
