PHOENIX — A Phoenix mother and grandmother were arrested after smoking Fentanyl in their car with a 3-year-old seated between them, according to police records.

Phoenix police report that they arrested Heather Marie Egan, 39, and her mother, Jenny Ann Choate, 58, Wednesday at their home near 19th Avenue and Bethany Home Road.

Court documents show that the mother and daughter were stopped outside a home near 24th Street and McDowell. Police say, inside the car was an unrestrained 3-year-old girl seated between Egan and Choate in the front seat.

Egan reportedly told police that she and her mother "were smoking Fentanyl in the front seat of the vehicle while the victim was between them."

She also allegedly admitted to smoking Fentanyl inside a friend's home while her daughter and her friend's daughter played in another room.

Test results on the 3-year-old girl were returned to police on February 6, and reportedly showed Fentanyl present in the toddler's system.

Egan and Choate were arrested for child abuse.
