PHOENIX — During a press conference Wednesday, Arizona Gov. Doug Ducey detailed his plans to re-open the state, saying the stay-at-home order issued on March 31 has been extended through May 15.

According to the order, businesses deemed non-essential "may continue to operate those activities that do not require in-person, on-site transactions."

Ducey's extension came with "modifications" specifically aimed at the phased reopening of retailers and restaurants, while businesses like salons, barber shops and gyms do not yet have designated opening dates.

MAY 4 -- Modified pick-up and delivery options available for retailers
- Retailers "whose business involves the sale of goods, may operate and offer goods through delivery service, window service, walk-up service, drive-through service, drive-up service, curbside delivery or appointment provided they establish and implement protocols and best practices for businesses to address COVID-19."
MAY 8 -- Restrictions loosened on retailers
- Retailers "whose business involves the sale of goods may open, operate, and offer goods for sale to customers in their stores provided they establish and implement protocols and best practices for businesses to address COVID-19."
MAY 12 -- Possible re-opening of dine-in options at restaurants
- Dine-in options at Arizona restaurants could resume, in a "best-case scenario" by this date, Ducey said. Establishments would have to have guidelines in place to protect both restaurant employees and customers from COVID-19.
