PHOENIX — Two men have been arrested after a person was found dead in a burning dumpster Tuesday morning.

The incident occurred near 11th Avenue and Madison Street in downtown Phoenix.

Police say the person was found dead inside a dumpster that had been set on fire.

The identity of the victim has not yet been determined, but officials did say it was a man.

Two men, 18-year-old Isiah Baskin and 22-year-old Larry Scott, were arrested by Phoenix police on Wednesday.

According to court documents, Baskin claims he witnessed Scott and a third suspect physically assault the victim, place him in a trash bag, and then into a grocery cart.

Baskin told detectives he saw Scott and the other person push the cart to a dumpster and then try to lift it into the container.

The two struggled with the weight, so Baskin reportedly went over to help them. While he was helping them, he told detectives he heard moans coming from the victim.

After they put the victim in the dumpster, it was set on fire. Baskin said they stood around and watched for 15 to 20 minutes and during this time they could hear banging from inside the burning dumpster.

Police were able to identify Baskin and Scott through surveillance video. The third suspect hasn't been identified.

Baskin and Scott are facing multiple charges, including murder and arson.
