PHOENIX — The family of a teen shot in the back by phoenix police officers has filed a lawsuit against the City of Phoenix.
Jacob Harris, 19, was killed last January. Police were following a car full of teens, and they say the group committed an armed robbery in a fast food restaurant.
When the vehicle stopped, Harris got out and started running.
Officers said the teen had a gun and turned like he was going to shoot. Two officers fired on Harris and hit him in the back. He died of his injuries.

The family contests the police version of events. They say police helicopter video shows Harris was running away and did not turn or point a gun. They claim he had a cell phone in his hand.
The lawsuit accuses the officers of wrongful death and a civil rights violation.
