The Phoenix City Council has approved a proposal to create a city photo-identification card that would be available to people who are in the country illegally.
The card also would be available for those who face barriers obtaining a valid government ID.
The council voted 5-4 Wednesday to approve the plan.
The city ID would be similar to a bank card or employee badge issued by a private entity and would be a secondary form of identification.
The card could list biometric information such as height, weight, hair color and eye color.
But it would not be a primary ID, like a driver's license or birth certificate.
