Phoenix city council members are debating a measure that would give all Phoenix residents access to an ID.
Supporters with the ONE PHX ID program packed city council chambers in a show of support Wednesday evening.
Officials with the American Civil Liberties Union say having a ONE PHX ID program will help everyone from the police to undocumented immigrants.
"To create a safer and more welcoming community for everyone we need to have protection in place and we need to be able to know who people are," said Dulce Juarez with the ACLU.
City council members are scheduled to vote if research into the program should continue. That vote has not yet taken place.
