Cota-Torres later was pronounced dead at a hospital.
The 17-year-old, Abran Herrera, is being charged as an adult with manslaughter in the shooting.
Police say the two men, 18-year-old Jorge Quintero and 19-year-old Tomas Herrera, both are facing a charge of tampering with evidence for allegedly trying to hide the gun in one of their homes after the shooting.
